Muhammad Neil El Himam, M.Sc., serves as Deputy for Digital Creativity and Technology Creativity at the Ministry of Creative Economy/Creative Economy Agency. His career in government began as a Young Regulator (Gol II/a) at the Agency for the Assessment and Application of Technology (BPPT) in 1989.

His educational background is a Bachelor of Mechanical Engineering from the University of Manitoba (graduated in 1993) and a Master of Industrial Engineering from North Carolina State University (graduated in 1999). Because of his engineering educational background, Neil’s position is not far from things related to information and communication technology (ICT).

Some of the positions he has held include Deputy for Digital Economy and Creative Products – Ministry of Tourism and Creative Economy/Tourism and Creative Economy Agency (2021 – 2024), Director of Digital Economy Applications and Governance – Ministry of Tourism and Creative Economy/Tourism and Creative Economy Agency (2020), Director of ICT Infrastructure Facilitation – Creative Economy Agency (2015 – 2019), Head of Investigation and Enforcement Sub-Directorate – Ministry of Communication and Informatics (2015), Head of Software Standardization and Audit Sub-Directorate – Ministry of Communication and Informatics (2011 – 2015), and Head of Electronic Transaction Sub-Directorate – Ministry of Communication and Informatics (2008 – 2011).
